<p>Dear ACS Provider Community:</p>
<p style="text-align: justify;"><em>Deputy Commissioner Lorraine Stephens and I are pleased to announce the finalization of the first Kinship Guardianship application in New York City. The finalization occurred on February 6, 2012 in Bronx County Family Court. The sister of a nine-year old boy in care was awarded kinship guardianship of her brother after efforts to engage the birth parents failed. We want to extend our appreciation to <strong>Edwin Gould Services for Children and Families</strong>, the Family Court Legal Service (FCLS) attorneys, the child’s lawyer, and Judge Monica Drinane of Bronx Family Court for working together with the family to realize this achievement. </em></p>
<p style="text-align: justify;"><em>The Kinship Guardianship Assistance Program (KinGAP) went into effect on April 1, 2011. KinGAP allows a foster child to achieve permanent placement with a relative who has been that child&#8217;s foster parent for a minimum of six months, while enabling the relative resource to receive recurring financial assistance. The program provides financial support and medical assistance to those who qualify. There are an additional 12 KinGAP applications near completion, and we strongly encourage agencies to explore this option for children and their families.</em></p>
<p style="text-align: justify;"><em>We believe that KinGAP is a viable permanency option for many young people in care who are with a relative – many for several years – and should be pursued by our foster care agencies, children’s lawyers, and the Family Court.</em></p>
